Peter Barnes

Professor Barnes has four decades of experience in international tax, working in government, law firms and industry. He currently is serving a two-year term (2021-2023) as President of the International Fiscal Association, the global organization for international tax professionals. Earlier in his career, Professor Barnes served for four and a half years at the US Treasury Department, completing his term as US Deputy International Tax Counsel. In that role, he led tax treaty negotiations, represented the US at Working Party 1 at the OECD, and participated in drafting tax legislation and regulations. After leaving Treasury in 1991, Professor Barnes worked as Senior International Tax Counsel for General Electric Co. until his retirement in 2013. Since that time, Professor Barnes has taught at Duke University, New York University and served as of counsel to the law firm of Caplin & Drysdale, Chartered. He is a graduate of Yale Law School.

Courses:
The course will be a broad-based discussion of US cross-border tax issues, from both an inbound and outbound perspective. Planning considerations will be emphasized. The first day will concentrate on investments by foreign persons into the United States, and will include taxation at source on portfolio income, net income taxation, use of hybrid and reverse hybrid vehicles, and related treaty issues. The second day will concentrate on foreign activities of US taxpayers and will include an overview of major transfer pricing issues from the US perspective.
